As a new player, it was explained to me during hold 'em lessons at one of our local casinos that the "kill" pot is intended to create more action. In theory, the increased size of the starting pot (which in $3/$6 would be $1+$3+6--small blind, big blind and the "kill") will entice more players to stay in, thus offering a better chance for the "kill" player to not win his/her 3rd pot in a row. In addition (depending on the casino, I suppose), it doubles the bets for that hand. In other words, the table acts as a $6/$12 table for THAT HAND ONLY. In my limited experience, it seems to make little difference. For most low limit players, it seems to scare away as many people as it attracts.
