You can chase anything if you are getting the right odds. BUT, on the flop you are not talking one card, you are not talking one bet.
First, go back to the simple case of a 4 card draw on the flop. If you have one opponent who has just raised the pot, it looks like you are getting pot odds, nearly, with two cards to come, so you call right? Wrong. First you figure, if I miss on the turn, will I likely be facing another pot raise? If the answer to that is yes, then on the turn you will not be getting pot odds and will have to fold at that stage. That means you will have thrown away your flop call. But if you thought this through on the flop, or knew it anyway, you will fold on the flop because you will be comparing the one card odds to the pot odds instead of the two card odds due to anticipated fold on the turn if you miss.
Raising a draw when you get first bet is of course different because of the all fold possibillity.
Back to your question.
You have to think in the same way about runner runner draws. You are going to need several callers in front of you before you even get the odds on the flop, and you haven't yet started to work through who is likely to bet what on the turn and on the turn you still haven't made anything (you at least have that chance with a 4 card draw).
So, basically, no we don't chase those.
However, if you think there will be no reraises on the flop, and if you are seriously convinced that after all this frenzied betting that gave you pot odds on the flop, every one will really just check on the turn...... yeah right, welcome to the loser's lounge.
