In late position, yes - you should see more flops, with hands such as A8 or JTs. You should only raise, though, if you have reason to believe you will get everyone to fold. This will rarely happen if there are already one or more limpers in the pot. Rather, it's much better to raise with these hands if you are the first person to enter the hand from late position. When you raise from either the button or cutoff, and no one has entered the hand yet, this is referred to as a "steal" (as you are "stealing" the blinds).
