I've played in a few b&m tourneys and have seen players fold to checked hands also. All I can think is that either they're not paying attention or they don't want to risk getting themselves deep into a hand that they probably can't win.
As for you second question, the "check-blind" move. This is a great way to get information from a less experienced player. They will almost always have a reaction to this type of play. They key is to find the right player to use it against and at the right time. It's not a play that I would use very often.
I know you've already played this in the tourney and there was some great information posted above, but there's one thing that I always try to keep my eye on while playing in a live tourney.
Chip stacks. It's a lot easier for players to hide they're chip stack playing live unlike online. You have to know who's got how much at all times. You want to make sure you're pushing the right guy around when stealing.
Try playing a few home games with some friends. ( You do have friends.... don't you ? J/P

) It will get you prepared for all of the things that go on during a live game. While you're playing these home games, learn how to shuffle chips. Then when at a b&m tourney, you'll blend right in.
