lots of people are saying bad things about the site i play on most regularly so i feel i have to defend it. I dont play limit ring games so I can't comment on that but the standard was I felt at least as high as say UB in the SnG's and the 5-10$ tourneys for omaha , texas holdem both NH and limit.
They also do the 2-3 table sit and goes which attract the right balance of strong and weak players to make it profitable and still enjoyable and challenging. The freerolls on their site (Party point tourneys) seem to attract players of a noticably higher standard than say the forum heats on stars or the normal UB tourney
I have been playing at Party Poker since their first year and know exactly what you're talking about. The 5/10 games are the worst. They are the most heavily promoted sight right now and their customer base has increased tenfold since I started playing. Check out this link about one of the tournaments I was in there:
