I was going to say exaclty that: raise preflop. But that is from not knowing any information on this player. If he was playing that tight, then it was a good preflop play. The only thing is, you say he was playing very tight, but he still called the BB with 63o, one of the worst starting hands. I sometimes play really tight HU and sometimes loose, but I always fold 63o in the SB.
I think you should have check raised the flop. Probably the best play would be to put him all-in right there. He only had 590 at the start, and had committed 150, leaving him with 440 chips. Put out exaclty 440 more chips. I wouldn't like an all-in on your part because it is a semi-mental thing. 440 more and all or your chips does the same thing, but mentally 440 looks a lot less and you want a call there.
