Cant say I wouldnt of just called there myself bass. The way it unfolded it appeared he may also have been on a flush draw. (The call on the flop, the check on the turn, and the bet when the river brings a 3rd club) A raise might have got him to commit more but also might have provoked him to push all-in. Would you have called if he did? If the answer is yes (I would call his all-in) then raise is the correct play. If the answer is no (I wouldnt have called) then you made the right play IMO.
