Default did i play this wrong

i was bb and he was sb and flat called i still think his preflop bet was dumb as we had been together for 3 hours and i had never pushed without the goods

I don't think you could have done much to of got away from this pot BB.....Was his call pre-flop a bad one, he is in on the SB, table CL, Q9 suited, marginal hand with possibilitys not so much of a bad call IMO.

As from the play post flop....nothing more you could do.....you hope that his bet is for hitting top pair you made the right read and got ya' chips in when you were winning....unlucky though BB, very.

Exactly..you made the right play and got unlucky...as for his play, it isn't so terrible either. As Sonny stated, he is the chip leader and already chips invested, probably figures he can play hit or fold. He ended up hitting top pair-decent kicker, and so he makes a bet - probably because it's quite likely that you hold AK, AQ, etc (maybe even a mid pp, raising it since your heads up). Your all in raise isn't nearly enough to push him out, he's gotta figure he has outs in either the queen or 2 remaining 9s, and so he calls. Lucky but far from a donk play.
