22 outs on the flop - you can't hold that many outs in a game of Holdem!!!

Any card that puts out a low on the board should only be counted for half.
1.5 A
1 8
3+3= 6 hearts (and you should discount some for it not being the nut flush)
3 9s
2 Qs
3 Ks

14.5 is more accurate for the strength of your hand.

still, if you want to go with 14.5, that's still more than 50% chance of hitting

Yes it is, but it's important to realize that in omaha hi lo since a lot of people just don't care about pot odds, they think they should play ANY low draw, so you should almost always expect to be facing one.

But on the flop, there was no real lo draw, being that there was only 1 lo card out there. It wasn't until the turn that anyone picked up a lo draw with their A3, A4, etc.
