blinds 1/2ed?

according to the books i have read the normal blinds are 1/2 the minimum bet in the small,and 1/2 the maximum in the big,but on pokerstars (at least in the play money rooms) they are the full min. and max. does this change in the cash rooms?what about other sites?how does this affect play?being in only half way wouldnt that expose you to having to call from the big blind to see the flop?

ok so im not the brightest bulb.i see my mistake.please disregard my ignorance.lol but at least i gave some amount of credit to boyds quote at my own expense.i will ask my girlfriend if my ignorance is accross the board.
